[Incubator] Propose SLDEditor for incubation

I agree with Cameron. Based on what I see in the application ticket and
in the project's README.md page I don't think that SLDEditor is close
enough to the level of maturity required to meet the graduation
criteria, so there is not much use in entering incubation at this point.
For this reason, I'm -1 on the project entering incubation for now, but
sincerely hope that Robert and the project team will reapply once it is
more mature and has more chances of passing the graduation criteria.
However it should definitely be listed as Community project while the
project works to grow its community of users and contributors and works
on the other items from the incubation checklist.
