[Incubator] Propose SLDEditor for incubation

All,
Is there a specific criteria list that should be used as a gauge by the authors to use before a resubmit for incubation?
What specifically needs to happen in order to reverse opinions listed in this Thread.
I think it prudent to put to text, some sort of specific list that the software developers can use as a target for the future.

However it should definitely be listed as Community project while the project works to grow its community of users and contributors and works on the other items from the incubation checklist.

application that allows the creation and editing of OGC Styled
