[Incubator] Propose SLDEditor for incubation

Hi Bob, All,

That's a very good question. The graduation checklist I was alluding to 
is probably the best reference for any team that is considering applying 
for OSGeo incubation:

While there is no documented minimum threshold to be allowed to "enter" 
incubation, a project has to have reasonable chances to meet the 
criteria within months, or a year max, otherwise we'll end up with more 
projects stuck in incubation for multiple years.

In the specific case of SLDEditor, I see a single project contributor 
(bus number issue) and the size of the user community sounds quite small 
as well (but I'd love to be proven wrong).

Plus the project's site itself sounds unsure about the future of the 
project:

All this leads me to conclude that some work is required to get to a 
first release and work on the bus number issue by starting to grow a 
community of users and contributors before considering OSGeo incubation.

BTW, I think there is interest for such a project in our community... 
the project just hasn't met the critical mass to consider incubation yet.

That's just my opinion. If the majority of IncCom members think 
otherwise then I am willing to turn my -1 into a -0.
