Oh, my fault. It takes the two coorner coordinates, not a center coordinate.

You must enter correct coordinates in the "lower left" and "upper right" 
boxes.
You must also select the correct coordinate system.

When you create a new layer, you must select a datasource.
After selecting the data source, the names of the tables in the 
datasource should display in the combo box "Feature class".
You can select the desired table here.
You can select the column containing the geometry in the combobox 
"Geometry".
