 St_OffsetCurve  doesn't work if geometry have:

 1)Duplicated Points.
 To fix this you can use
 St_OffsetCurve (ST_RemoveRepeatedPoints(geom), 10)

 2)Duplicated Points not consequential. I cannot fix this
