 The fix has been introduced before the final PROJ 5 released, so the
 hotfix isn't needed in PostGIS.

 As I was already there, I've broken down the long error strings and
 simplified `lwproj_from_string` since there is already a proj function
 that does all that. PR to finally close the issue:
 https://github.com/postgis/postgis/pull/212
