Comment:

 I'm guessing the image you tiled and are you are trying to load is not
 regularly blocked.
 Please use our mailing list and provide more details about your image
 https://lists.osgeo.org/mailman/listinfo/postgis-users .  There might be a
 work around for it.

 Thought I didn't think dbmanager cared whether your tiles are regularly
 blocked or not so you might have a different issue here as well.
