Now that have cunit issues cleared out of the way, sadly debbie is still
unhappy with 2.4. Now it's failing at regress - but looks to be the
upgrade regress - earlier passed fine

maybe it's just an intermittent that will go away if I retest. Although
her 2.4 has been broken for a while because of the cunit issue so it might
have been something else introduced in PostGIS or PostgreSQL proper
