 It's using the same compiler as PostGIS 3 so the issue might be related to
 the autoconf upgrades in mingw64.  I'll check and see what I missed
 backporting. I had to backport autoconf fixes for PostGIS 2.4 and PostGIS
 2.5 to compile at all.
