 Environment variables used by libproj are here:
 https://proj.org/en/9.2/usage/environmentvars.html

 There seem to be a variable to disable network and one to set proj data.
 For the sake of tests predictability I think we should set network off and
 point PROJ_DATA to an empty directory or similar
