Well um OK I guess 

but note all the Makefile.in files will be in a 'release' tarball
i.e one made with 'make dist' and I would assume that anyone 
working with CVS files would be familiar with the 'autoogen.sh'
concept :-)

Note the 'Install' file is really the instructions for 'releases'
not the developer CVS
