[postgis-users] Easy step-by-step guide to load TIGER/Line data into PostGIS?

Are there any new user guides to loading TIGER/Line data into PostGIS?

I'd like to user the plsql geocoder from http://www.postgis.org/download/  But the readme just says "Make sure the tiger data is loaded."
