If you look at the tiger documentation (TGR04FE.pdf), you'll see this
line (page A3 - right column, almost at the bottom)

06 067 Sacramento CA

That means you need the tgr06067.zip file.  (All "06"s are california, 
"067" is "Sacramento" county).
