You're referring to:

That bug was supposedly fixed in version 2.4.3 so should
not be the one Ross is hitting. I cannot read the
"specified procedure" in Ross' ERROR message, typical
"friendliness" of those proprietary operating systems ?
May I suggest you use a serious system for PostGIS ?
