Can't upgrade to PostGIS 3.4.3, not listed by apt as upgrade.

Based on the build matrix [amd64, arm64, i386, ppc64el, s390x],
more and more builds are successfully completing.

I expect the (debian+ubuntu) PostGIS 3.4.3 pkg announcement
to come sometime next week.

After the announcement,
I will also need to update the https://github.com/postgis/docker-postgis
 repo
and the postgis/postgis Docker images.
