[Qgis-community-team] transifex with history

Hi Alexander,

You are right, I blended a command from the former pre_translate.sh with
transifex. The main difference is that I do not register anything in GIT, I
only use it to retrieve information. Changes are registerd in Transifex.

I have written the workaround with the translation coordinator (actually
you) in mind.
The translation coordinator could first only update the items that are
changed. The new items should be skipped first.
Other translators, using transifex only, should first focus on new files to
translate and on files that are processed this way by the coordinator.
And yes I agree, it is still it is a lot of items to update, so if more
persons are able to do this it would be great..
