In now creates a OSGeo4W folder and points postinstall batch files to it via
OSGEO4W_DESKTOP - but not all OSGeo4W packages respect that (eg. QGIS does &
SAGA do, GRASS doesn't). There also OSGEO4W_DESKTOP_LINKS that tells
postinstall batches whether or not they should create desktop links at all.

Check last-cache in %OSGEO4W_ROOT%/etc/setup/setup.rc
