[QGIS-Developer] QEP: Projects in PostgreSQL

interesting it is set to relative yet this is what i get
<layer-tree-layer source="file:///home/syd/SJV/Location/Stations/Grid.csv
i did load this project form a 2.18 project with relative names into qgis3.
I will have to look into this further. I am probably doing something
wrong i am definitely not a power user.
