Just to clarify, Arne meant that one:
http://plugins.qgis.org/plugins/SemiAutomaticClassificationPlugin/

As Richard said, if your QGIS can access the network, you should see ~800 
available plugins in the Plugins -> Manage and Install Plugins menu.

There is a few preinstalled plugins only, as in general plugins are meant to 
be user (or admin) installed.
