[QGIS-Developer] QGIS shortcuts on windows. With and without grass

GRASS is optional (in OSGeo4W - which is also used for the standalones).  So
the first shortcut is from the QGIS package, the third from the grass plugin
package.  Not sure where the second is from - there should only be two.
