[QGIS-Developer] How to generate custom installer on windows 10

The current build recipes are on https://github.com/jef-n/OSGeo4W
(src/qgis{,-ltr,-ltr-dev,-rel-dev,-dev})

And it's now using MSI (see scripts/msis.sh)
