[QGIS-Developer] Problems uploading a new Plugin version due to homepage supposedly not being reachable

For what it's worth, I tried to open the homepage URL in a browser, got
a failure, tried with some command line tool (forget), got a failure,
and then a minute or so later the URL worked in the browser.
