[Qgis-tr] Minimum of translation before publishing a doc?

tl;dr; let's treat all languages equal: coordinators who have active 
documentation translations: let us know if you want to be added

Longer version:

I'm also in favour of treating all languages/people equal :-)
Looking into it now, I'm fine with adding the languages you mentioned in 
the build process! To give an excuse for my inequal behaviour: Transifex 
changes their webpages/interface a lot during the years.
In the beginning they showed actual percentages and there was for every 
'project' some more text we could put above it. In that text there was 
somethink like: "if you have more then 10% or if you want to you 
language to be published let us know on the tr list"...
So it is/was up to the language coordinator to give us a call...
But sadly current Transifex interface has been simplified so both 
percentages and intro text are gone.

About hindi: they have been active translators in the beginning of the 
setup see: http://docs.qgis.org/2.14/hi/docs/user_manual/ there was some 
professor who was asking his students to translate (mmm, or was that 
arabic...) anyway. We also had pdf building problems with hindi and 
korean [0].

Anyway: if somebody asks me to add his/her language I mostly do it IF 
there is some active translations and it is technically possible (the 
Ngo has a python/sphinx problem if I'm correct).

To add a language I also have to know the correct term to use in the 
dropdown like "Bulgarian" in bulgarian :-)

Another excuse: I was a little fed up with the way transifex keeps the 
communitcation inside their walled garden. It was (is?) for example not 
possible/easy to sent a message to all translators for me as a 
coordinator. And when I want to talk to someone personal I always have 
to go via the transifex website, while I just want to be able to sent an 
email. I'm not (and do not have an urge to) monitoring the translations 
on a weekly base or so.

The process is not automated, I think the action should come from the 
community (one individual asks for it).
So let me add Turkish, Czech, Bulgarian as soon as some one sents me the 
right native terms for it to put in [1]
