[Qgis-tr] New QGIS web site

Hi All

I hear you all. KDE uses this for their Hugo sites to support transifex
workflows
https://carlschwan.eu/2021/04/20/translating-hugo-based-websites-with-gettext/.
So on the technical side I think we can make it happen.

We have concerns relating to controlling the messaging though. See for
example here:
https://www.techradar.com/pro/ubuntu-2310-launch-hit-by-malicious-translation-changes.
I will discuss with the PSC at the next PSC meeting and we will come up
with a solution. Most likely that would require a trusted community member
who speaks the language to 'sign off' translations before they can be
deployed on the web site.
