At the bottom of the Layers window, there is a "Control rendering order"
checkbox.  If that box is checked, then it behaves as expected.  If not,
well, it doesn't (you'll need to look at the Layer Order window.)   Perhaps
the issue is that the checkbox is not checked (turned off) by default.
 Probably it should be checked by default.
