[Board] Compile data for budget

Sorry to retake this, but I think we should:

1.- Improve how this process works. Last year was very insightful, at least
for me. Having the board decide is a good choice, but I would be clear
official projects have precedence over incubating projects, which have
precedence over community projects. So giving money for the project is
fine, but as long as the incubation goes forward.

2.- Go back to the "hey, we need to prepare the budget for this year and we
are running late!" topic :)
