[QGIS-Developer] Server and authentication tests not running on Travis

Hi,

just to inform all devs that I've just discovered that all QGIS Server
tests + the vast majority of authentication system tests
+ some of the integration tests that require the server have not been
running on travis since last 4 october  when the travis docker
configuration was merged .

If you have been relying on Travis for changes on QGIS Server, WFS provider
and Authentication system during the last month, please make sure you
re-run tests locally until the tests are reactivated on Travis.
