[QGIS-Developer] Library for importing dwg

Hi, 

It is using the libdxfrw library. 

Jürgen might have forked/patched it though, because activity in the
original project is basically stalled -  I think you can find our
version here: https://github.com/qgis/QGIS/tree/master/external/libdxfrw
